We see with our minds not our eyes. Our senses only communicate the clues to the brain. Are the clues the same for all of us? If the senses are impaired we can presume nothing.
Colour blindness is a deficiency in the eye not in the brain. Instead of the sense of sight being an effective communicator, the eye acts as a barrier rather than a tool.
By communicating these messages through the format of a colour-blind test the fact that we all see things differently is highlighted. For those of us with no colour-blind deficiency it is hard to imagine that some people cannot see the different colours within each circle.
